2nd place: JPG2SVG (smallest file for quality), also note the other tab options, such as EPS2SVG

3rd place: AnyConv (larger file size and slower conversion)

P.S. Once you have your SVG file, minify it by going to svgomg, set precision to 1, and enable all the sliders except "Show original" and "Remove xmlns" to save a minified version.
